Harris Cochrane is a United States Army General, previously serving as the Chairman of the Joint Chiefs of Staff, before being fired by Tom Kirkman after disregarding a direct order. In The Oath we learn that he served, 2 1/2 years before the attack on the Capital, as head of NORCOM. He informed the president that that file had been removed from his computer by the Secretary of Defense.
